PROGRAM DESCRIPTION: Tennessee Senate Bill 1451, designed to address physician shortages in the United States, has recently eased barriers to practice for international medical graduates (IMGs). This legislative shift is a harbinger for similar policy changes in states across the US. Simultaneously, the global shortage of otolaryngologists, especially prominent in low and middle-income countries (LMICs), adds complexity to the strategy of recruiting IMGs to expand otolaryngology workforce in the US. While this approach may address shortages in the US, it also risks reducing the availability of otolaryngology care for patients in LMICs.

The panel will explore the ethical dimensions surrounding workforce development and migration in otolaryngology. Our diverse panel will feature experts with experience leading otolaryngology training programs in the US and internationally, as well as firsthand experience navigating training and employment as an IMG. The inclusion of perspectives from different regions and backgrounds aims to enrich the discussion and provide a holistic understanding of the global workforce landscape. Emphasizing a balanced approach that considers the well-being of both patients and otolaryngologists across diverse settings, the discussion aims to initiate a broader dialogue on practical and ethical solutions to address otolaryngology workforce shortages.

This panel features three experts who have firsthand experience with the global otolaryngology training landscape:
Dr. Johan Fagan is department chair at the University of Cape Town and the founder of the Karl Storz Head and Neck Surgery Fellowship Program, one of two head and neck fellowships in sub-Saharan Africa.
Dr. Mai Thy Truong leads the pediatric otolaryngology International Clinical Instructorship Program at Stanford.
Dr. Taseer Din is a recent graduate of both of these programs and has recently navigated the complexities of determining a practice location.

  1. Examine the potential impact of U.S. policy changes on otolaryngology workforce dynamics globally.
  2. Foster a nuanced understanding of ethical considerations in otolaryngology workforce development and emigration.
  3. Initiate a broader dialogue on practical solutions to address otolaryngology workforce shortages globally.
